Unit three. Listening. Exercise three, four and five.

In today's edition of discuss the news, we're going to look at the decision by the Italian government to allow vigilante groups to patrol the streets of the country, thereby keeping crime in check.

In August two thousand and nine, the Italian government introduced a law that legalized vigilante groups and regulated the conditions under which the groups must operate.

The main limitations are as follows: vigilante members must be over eighteen. They cannot carry guns or any other weapons, and they are not allowed to wear police or military uniforms. Their only piece of equipment will be a walkie-talkie, which connects them to the local police station.

The mayor of each town in Italy must decide if they want to have vigilante groups operating in their town. A number of mayors are strongly opposed to the decision, but such groups have already been introduced in a number of Italy's main metropolitan areas, especially in the north of the country.

Italian people are divided about the question. Some are in favor and some are against. The Italian police force is completely against the decision.

With us today to discuss this controversial topic are Sandra Goldsmith and Daniel Wilson, two British journalists who live in Italy. Welcome to the program.

Sandra: So, what do you think?

Sandra: I'm in favor of the decision. There aren't enough policemen, so these groups are really needed. Having more officials patrolling the streets must be a good thing, and I think they will help to cut crime.

Daniel: Well, I'm totally against vigilante groups. For one thing, there's a danger that these groups will get out of control and start taking the law into their own hands. There are already some vigilante groups which are known to use excessive violence.

Sandra: But Daniel, the new law will regulate the behavior of these groups, and they won't be able to promote their own agenda because they won't be allowed to carry propaganda.

Daniel: Yes, but how can you control all these groups? There are already about one hundred groups operating all over Italy, and the number will almost certainly grow. It means that now the police will have to control the vigilante groups in addition to controlling the criminals. That can't be a good idea.

Sandra: But not all the vigilante groups are violent. There are a couple of groups with strong political views, but they are not at all typical. And there are some groups that even do social work in the local community.

Daniel: like who?

Sandra: Like the City Angels in Milan.

Daniel: Yes, I agree the Milan City Angels do a lot of good work in the community, as do the Guardian Angels in places like London or New York. But the City Angels themselves say they're worried about a lot of the new groups because they could be violent or politicized.

Sandra: Well, I agree that the government will have to control these groups closely. But for me, it's too early to say that they are going to be violent or dangerous. We will have to see how they work.
