the BIG DEBATE: Should all cinemas provide facilities for blind and deaf people?

The Disability Discrimination Act aims to promote equal opportunities for disabled people and to protect them from discrimination in employment, education and access to goods, facilities and services. Some cinemas have facilities for blind and deaf people.

I think all cinemas should install technology so that anyone can watch any film.

I disagree. Technology is expensive – not all cinemas can afford it. I also find subtitles annoying.

Cinemas for blind and deaf people

Experiencing an exciting action film at a cinema with a large screen and quadraphonic sound is very different from watching a DVD at home. Now, new digital technology makes it possible for deaf and blind people to enjoy the experience of going to the cinema too.

Subtitles are often used for foreign-language films, but subtitles can also be used for dialogues so deaf people can watch any film they want.

Additional soundtracks can be added to films which give a description of the action taking place on screen. This is available for blind people who have individual headphones so that the commentary does not disturb the other people in the audience. Blind people listen to the dialogues like everybody else but a description of the action is added in the commentary. For example, the commentary might say: 'A tiny World War II plane is flying over the desert. The camera zooms in on the pilot's face ...'

Using subtitles in cinemas for deaf people or audio description for blind people seem such simple solutions that it is surprising that all cinemas do not automatically provide them.

But not everybody likes seeing subtitles on the screen and the technology is expensive to install – around £8,000. Very few cinemas offer these services at the moment, but some people believe that the Disability Discrimination Act should force all cinemas to provide these facilities.
